Why can't I access the language options on my in-game phone?

On some low desktop resolutions, the language option does not appear. This issue can occur when the resolution is too low, like 1024x768, or too high, like 1920x1080 with resolution scaling turned on at 125% or more. Setting your desktop resolution to 1080 will allow you to change languages, then you can swap back to your desired resolution.
